Notice to the Creditors of the Estate of Regena Lynn Holmes, Deceased

Letters of Administration on the Estate of said decedent having been granted to the undersigned on the 4th day of March, 2020, by the Probate Judge Jimmy L. Nunn of Dallas County, Alabama, notice is hereby given that all persons having claims against said estate are hereby required to present the same, duly sworn to, in the Probate Court of said county within the time allowed by law, or else same will be forever barred.

Default having been made in the payment of the indebtedness secured by that certain mortgage executed by Leon Hatcher and Ellen S. Hatcher, his wife, originally in favor of Molton, Allen & Williams Corporation, on the 15th day of October, 1993, said mortgage recorded in the Office of the Judge of Probate of Dallas County, Alabama, in Volume 1094 Page 355, as re-recorded in Volume 1095 Page 627, and modified in RLPY Book 1531 Page 527 and RLPY Book 1578 Page 407, together with Assumption Agreement With Release of Liability in Volume 1120 Page 794; the undersigned Wells Fargo Bank, N.A. successor by merger to Wells Fargo Home Mortgage, Inc. f/k/a Norwest Mortgage, Inc., as Mortgagee/Transferee, under and by virtue of the power of sale contained in said mortgage, will sell at public outcry to the highest bidder for cash, in front of the main entrance of the Courthouse at Selma, Dallas County, Alabama, on March 18, 2020, during the legal hours of sale, all of its right, title, and interest in and to the following described real estate, situated in Dallas County, Alabama, to-wit:

The balance of the purchase price must be paid in certified funds by noon the next business day at the Law Office of Tiffany & Bosco, P.A. at the address indicated below. Sealed bids will be received until Thursday, May 28, 2020 at 10:00 AM at Craig Field Airport and Industrial Authority located at 48 5th Street, Selma, Alabama 36701 and at said time bids will be publicly opened and read aloud for furnishing all labor, materials and equipment and performing all work necessary for:  TAXILANE REHABILITATION at Craig Field Airport.  Major items of work include: Taxi lane Striping, concrete spall repair, joint repair, and lighting.

Prospective Bidders may examine the Bidding Documents at the Issuing Office Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m. Goodwyn, Mills and Cawood, Inc., 207 Church Street, Andalusia, Alabama  36420; Attn: Patsy Stinson; Ph:  334-271-3200; Email:

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access and/or payment of $50.00 for each printed set.  Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted.  Checks for Bidding Documents shall be payable to “Goodwyn, Mills & Cawood, Inc.”  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid, but not to exceed $50,000.  The bid guaranty may be by certified check or bid bond made payable to the Craig Field Airport and Industrial Authority.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered. “A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project.”

Bids may be held by the Craig Field Airport and Industrial Authority for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.

Award of contract is subject to requirements in the contract documents including, but not limited to, the following Federal provisions:

  • Buy American Preference
  • Civil Rights – Title VI Assurances
  • Equal Employment Opportunity
  • Davis Bacon
  • Debarment and Suspension
  • Disadvantaged Business Enterprise
  • Foreign Trade Restriction
  • Lobbying Federal Employees
  • Recovered Materials

A Disadvantaged Business Enterprise (DBE) Goal of 10.82% has been established for this project. The CRAIG FIELD AIRPORT AND INDUSTRIAL AUTHORITY, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The CRAIG FIELD AIRPORT AND INDUSTRIAL AUTHORITY reserves the right to reject any and all bids and to waive any informality or irregularity in the bids received.
